Parental Rights (SB 12) - September 2025

Shallowater ISD values the strong partnerships we share with our parents and community, and we believe that working together is essential to ensuring every student’s success.

During the 89th Texas Legislative Session, Senate Bill 12 (SB 12) was passed to expand opportunities for parents to be actively engaged in their child’s education. As part of this legislation, public school districts are required to provide specific information on their websites. Shallowater ISD has developed this page to meet the requirements of SB 12 and to ensure this information is readily accessible to our families.

 

ACCESS TO STUDENT RECORDS
Parents have a right to access records relating to their child. To request student records, contact your child’s campus or central office if they have graduated.

 

INSTRUCTIONAL PLANS / COURSE SYLLABI
According to SB 12, instructional plans or course syllabi must be posted on the District website at the beginning of each semester. Each campus’s instructional plans can be found on the campus’s home page.

 

PARENT COMMENTS
SB 12 requires the District to provide an online portal through which parents of students enrolled in the District may submit comments to campus or District administrators and the School Board.

CONSENT FOR HEALTH-RELATED SERVICES
SB12 requires parental consent for students to receive School Health-Related Services (SHRS). In compliance with this new law, school districts must obtain consent from a parent or guardian before these services can be provided. School staff, including school nurses, are required to have written parent/guardian consent on file before providing any health-related services or medical care to students. In case of a serious emergency, staff will still act to protect your child's safety and contact you.

To meet this requirement, a School Health-Related Services Consent Form was sent through ParentSquare at the beginning of the school year. These forms and other information can be found on the Health Services Consent Forms page linked here.

CONSENT FOR COUNSELING SERVICES
Students may receive short-term counseling services, as needed, from their campus school counselors. These services are designed to support students in developing skills that help address challenges that may impact academic performance or personal well-being. Areas of focus may include peer conflict resolution, self-awareness, decision-making, behavior improvement, social adjustment, and coping with sadness or loss.

School counseling services are short-term in nature and are intended to help students learn strategies for working through concerns, increasing productivity, and building motivation. These services are not a substitute for treatment provided by licensed clinical counselors or therapists outside the school setting. Counseling may be provided in individual or small-group formats. 

For questions regarding counseling services, please contact your child’s campus counselor.

In accordance with Senate Bill 12, the District is required to notify parents about school counseling services and provide the opportunity to opt out prior to services being delivered.
